'This is a great opportunity,' the President was reported by Bob Woodward to have said in an NSC meeting on the evening of September 11, 2001. That large numbers of Americans continued to support him could be construed as evidence of their generosity, but it was also evidence of how shallowly rooted our commitment to self-government had turned out to be."
